Building Permits
101.1 Title.
These regulations shall be known as the Building Code of Washington Parish, here in referred to as “this
code”.
101.3 Intent.
The purpose of this code is to establish the minimum requirements to
safeguard the public health, safety and general welfare through structural
strength, means of egress facilities, stability, sanitation, adequate light and
ventilation, energy conservation, and safety to life and property from fire and
other hazards attributed to the built environment and to provide safety to fire
fighters and emergency responders during emergency operations.
105.1 Required. Any
owner or authorized agent who intends to construct, enlarge, alter, repair,
move, demolish or change the occupancy of a building or structure or to erect,
install, enlarge, alter, repair remove, convert or replace any electrical gas,
mechanical, or plumbing system, the installation of which is regulated by this
code, or to cause any such work to be done, shall first make application to the
building official and obtained the required permit.
Application for your permit
is a three step process.

Extension 1
1. Call the Washington Parish Communications District addressing
department (985) 839-5625 extension 1 to make your request for an address.
2. Since the addressing staff is constantly in the field,
you may be required to leave a message with your name and telephone number.
3. An addressing specialist will call you back to schedule
a visit to the location of the structure that requires an address.
4. During their visit to your property a GPS point of the
structure’s location will be taken for 9-1-1 use.
5. Based on the structure’s location, an address numerical
will then be calculated.
6. Once your address is determined, a document with a
raised seal will be prepared and sent to you.
7. This document may be required by other agencies when
establishing your address, so keep it in a safe place.

Step 3
– Obtain your permit
To obtain your Building
Permit, bring the following items to the Washington Parish Permit Office at:

1) Documentation of your 9-1-1
address.
2) Your sanitation letter.
3) A legal description of
property where the work is being done. You can get this from a copy of your
deed, a copy of your tax notice, a copy of your tax assessment or you can
obtain it from the Washington Parish Assessor’s Office. If you are placing a
mobile home on property that is in someone else’s name, you a letter from the
owner granting permission to place it there.
4) Two sets of plans if you are
constructing a home, shed, garage etc.
5) If you are placing a
manufactured home on property, documentation the home to include year of
manufacture, zone, size, serial number etc. A bill of sale or copy of contract
is sufficient. A copy will be made for our records.
6) If you are constructing a
commercial building, Louisiana State Fire Marshall Permit is required along
with a commercial contractor’s license. The forms are available in our office
or by contacting the Louisiana State Fire Marshall’s Office at

7) When you apply for a
building permit, a flood determination of the property is made based on the
legal description provided by the applicant. This determination is made from
the Flood Insurance Rate Map provided to our office by the National Flood
Insurance Program. If your property is located in Zone A, an elevation
certificate from a licensed engineer or surveyor, with documentation that the
structure was elevated ot the proper height will be required. If
the property is located in a Zone “AE”, in addition to the elevation
certificate, a displacement letter is needed from a licensed engineer. These
are to be made available before the building permit is issued.
It is the residents’ responsibility to know which company will provide
electricity – Washington-St. Tammany Electric, Entergy and CLECO are providers
in Washington Parish. We will fax your meter release to Entergy, CLECO or WST.
