Regular Meeting – 6:00 pm

Minutes

Item No. 1 – Call to order – Chairman Darwin Sharp called the meeting to order.

Item No. 2 – Invocation – Councilman Clinton Miley gave the invocation.

Item No. 3 – Roll Call – Administrative Assistant Sandra Miller called the roll. Present were Kenneth Wheat, Clinton Miley, Charles Nassauer, Rodney Brown, Relton Sumrall, Marvin Thomas and Darwin Sharp. None were absent.

Item No. 4 – Approval of the minutes – Councilman Rodney Brown offered a motion, seconded by Councilman Miley, to approve the minutes of the regular meeting held on February 14, 2005. All in favor, the motion carried.

Item No. 5 – Adoption of the financial report – Councilman Rodney Brown offered a motion, seconded by Councilman Wheat to adopt the financial report. All in favor, the motion carried.

Item No. 6 – Resolution – Councilman Relton Sumrall offered a motion, seconded by Councilman Marvin Thomas to adopt Resolution No. 05-327 approving the holding of an election in Washington Parish Fire Protection District No. 4, State of Louisiana, on Saturday, April 23, 2005 to authorize the incurring of debt and issuance of bonds and the levy of special taxes. A roll call vote resulted as follows:

Yeas: 7 (Wheat, Miley, Nassauer, Brown, Sumrall, Thomas & Sharp)

Nays: 0 (none)

Absent: 0 (none)

Item No. 7 – Public Participation – there were no comments during public participation.

Item No. 8 – Parish President’s Report – For the road report on the parish wide program we started the drainage surveys, as well as the replacement of the culverts are being identified and acquired. On the LCDBG program the contractor has started painting the yellow striping and hopefully that will close out that grant. As you know the State has a couple of bridge projects right now – The Max Brumfield Bridge is currently closed and the work is underway. Under our landfill, we are making progress at the landfill as far as our new cell. We had a Solid Waste Committee meeting last week. The engineer was there and several people from Bogalusa. We discussed the construction. Approximately the middle of June is when the bids will be opened for the construction of a new cell and we are anticipating that construction will be completed by January 31, 2006. The estimated life in the cell we are currently using should take us about a year – until May, 2006. We have copies of the construction drawings for cells four & five in Mr. Lucchesi, our Public Works office.

President Taylor make the recommendation to reappoint Earl Forrest to the Washington Parish Gas Utility # 2 District Board. On motion of Councilman Relton Sumrall with a second by Councilman Marvin Thomas to ratify, this was passed.

It was brought to the Council’s attention that correspondence had been received from Fire District # 5 Board President notifying us of the resignation of Yvonne Kennedy from their board. Councilman Relton Sumrall, with a second by Councilman Rodney Brown, regretfully accepted the resignation. Councilman Sumrall asked that correspondence of thanks be sent to her for twenty years of service to that board.

Item No. 9 – Council Discussion – Council Chairman Darwin Sharp announced that

The councilmen had been invited to the retirement of Marguerite Lipani, a 30 year nurse at the Health Unit on Friday March 4, 2005.

He also brought to their attention there would be a grant presentation on March 12, 2005 at Vernon Community Center.

President Taylor shared with the council there had been a grant presentation to the Council on Aging to help with the purchase of two vans.

Item No 10 – Adjourn – There being no further business, on the motion of Councilman Clinton Miley and a second by Councilman Relton Sumrall, the meeting was adjourned.
