AN ORDINANCE TO PROVIDE FOR THE REAPPORTIONMENT
OF COUNCIL ELECTION DISTRICTS
OF THE
AFTER THE 2010 FEDERAL CENSUS
IN COMPLIANCE WITH FEDERAL AND STATE LAW
WHEREAS, Applicable Federal and State law particularly La R. S. 33:1411 and La. RS. 18: 1921, et seq., require that following every decennial census, the Washington Parish Government is to examine its apportionment plan to determine if there exists any substantial variation in the representation of the Council Election Districts;
AND WHEREAS, based upon the 2010 Federal Census, there exists such a variation in the representation of the Council Election Districts as to require reapportionment;
BE IT ORDAINED, that the new apportionment plan of the existing seven
(7) Council Election Districts for Washington Parish,
1. The Council Election Districts shall be composed of the following precincts:
COUNCIL
ELECTION DISTRICT 1: Precincts 4-2A, 4-3, 4-3B, 4-7B,
4-9A, 4-10, 4-10A, and 4-11 for a total of (8) eight precincts in their
entirety.
COUNCIL
ELECTION DISTRICT 2: Precincts 6-1, 6-2, 6-3, 6-4, 3-1 and 3-3 for a total of
(6) six precincts in their entirety.
COUNCIL
ELECTION DISTRICT 3: Precincts 4-1, 4-4, 4-5, 4-5B,
4-7, and 4-8 for a total of (6) six precincts in their entirety.
COUNCIL
ELECTION DISTRICT 4: Precincts 4-1A, 5-1, 5-3, 7-1A and 7-3 for a total of (5)
five precincts in their entirety.
COUNCIL
ELECTION DISTRICT 5: Precincts 4-6, 4-9, 5-2, 7-1,
7-2 and 8-3 for a total of (6) six precincts in their entirety.
COUNCIL
ELECTION DISTRICT 6: Precincts 3-2, 3-3B, 3-3C, 8-1, and 8-2 for a total of (5)
five precincts in their entirety.
COUNCIL
ELECTION DISTRICT 7: Precincts 1-1, 1-2, 2-1, 3-3A, and 9-1 for a total of (5)
five precincts in their entirety.
2. The
visible new council election district boundaries are hereby described as follows:

District No. 1
The POINT OF
BEGINNING being where the Ward Line Road power line intersects with the
Washington/St. Tammany Parish line, said point being approximately ~ mile west
of the Leo Mizell Road; proceed northeasterly and north on the power line to
its intersection with LA 1074; thence east on Highway 1074 to Ward line Road;
then proceed north on Ward Line Road to its intersection with Knapp-Thomas
Road, thence continue north on the Knapp- Thomas Road to its intersection State
Highway 60, thence northwesterly on Highway 60 to an unnamed branch of the
Bogue Lusa Creek, thence northerly on said branch to the Bogue Lusa Creek;
thence easterly along the meanderings of the Bogue Lusa Creek to its
intersection with Highway 439; thence east on Highway 439 to Highway 60 to
Avenue L; then south on Avenue L to its
intersection with Yellow Branch; thence southeast on Yellow Branch to its
intersection with the Illinois Central Gulf Railroad Track; follow the ICG
railroad track in a northeasterly direction to its intersection with Marshall
Richardson Road; thence east along Marshall Richardson Road to its intersection
with Redwood Avenue; thence north and east on Redwood Avenue to its
intersection with Byrd Avenue, then north on Byrd Avenue to intersection with
Long Avenue; thence easterly on Long Avenue to its intersection with South
Columbia Road; thence north on South Columbia Road to the intersection with
Martin Luther King Drive, then north on Martin Luther King Drive to its
intersection with Mercedes; thence continue east along Mercedes to its
intersection with Florence Avenue, then north on Florence Avenue to its
intersection with Saba Street, then in a westerly direction on Saba Street to
its intersection with Highway 21, then continue north on Highway 21 to the
intersection of Bogue Lusa Creek; thence east on the Bogue Lusa Creek to the
Pearl River (Louisiana/Mississippi state line) which is the eastern boundary of
Washington Parish. Then follow the meandering of the

Washington/St. Tammany parish line; said point being approximately l mile west
of the Leo Mizell Road, proceed west on the parish line to its intersection
with the Bogue Chitto River; thence follow the meandering of the Bogue Chitto
River in a northwesterly direction to its intersection with Mile Branch; thence
follow Mile Branch east to its intersection with Fairgrounds Road; proceed
south on Fairgrounds road to 10th Avenue, thence south on 10 Avenue to its
intersection with Highway 10; proceed east along State Highway 10 to County
Line/Section Line Road; thence north on County Line/Section Line Road to its
intersection with State Highway 436; thence west on State Highway 436 to it
intersection with Penton Road; then north on Penton Road to its intersection
with Mile Branch; follow Mile Branch west to its intersection with State
Highway 430; then north along Highway 430 to it intersection with Pittman Road;
thence east on Pittman Road to its intersection with Marcus Brumfield Road;
thence continue in a southerly direction along Marcus Brumfield Road to its
intersection with Freeman Road; west on Freeman Road to its intersection with
Burch Creek; follow Burch Creek southeasterly to its intersection with Lawrence
Creek; continue along Lawrence Creek southwesterly to its intersect with State
Highway 10; thence east on Highway 10 to Choctaw Road; proceed south on Choctaw
Road to its intersection with Thigpen Road; thence easterly on Thigpen Road to
its intersection with Lee Road; proceed northeasterly on Lee Road to its
intersection with Highway 439; thence southeast on Highway 439 to its
intersection with a powerline; follow
east along powerline to its intersection with Ben's Creek; thence south on
Ben's Creek to its intersection with Bogue Lusa Creek; follow the meanderings of Bogue Lusa Creek
westerly to an unnamed branch; follow the unnamed branch southwesterly to its
intersection with State Highway 60; thence east on Highway 60 to its
intersection with Knapp-Thomas Road; then southwesterly on Knapp Thomas Road to
Ward Line Road, continue south on Ward Line Road to Highway 1074, then west on
Highway 1074 to the Ward line Road powerline; proceed south on power line to the
Washington/St. Tammany Parish line and the POINT OF BEGINNING.

BEGINNING being where the Bogue Lusa Creek and the Pearl River intersect,
proceed northwest on the Bogue Lusa Creek to its intersection with Highway 21,
thence continue south along LA State Highway 21 to its intersection with Saba
Street, then east on Saba Street to Florence Avenue, then south on Florence
Avenue to its intersection with Mercedes Street; thence west on Mercedes Street
to Martin Luther King Drive, then south on Martin Luther King Drive to its
intersection with South Columbia Road, thence south on South Columbia Road to
its intersection with Long Avenue, then continue west on Long Avenue to its
intersection with Byrd Avenue; thence south on Byrd Avenue to Redwood Avenue;
then proceed west and south along Redwood Avenue to its intersection with
Marshall Richardson Road, then west on Marshall Richardson to the ICG Railroad
track, continue south on the ICG Railroad track to its intersection with Yellow
Branch; thence northwesterly along
Yellow Branch to its intersection with Avenue L; then north on Avenue L to its
intersection with State Hwy 60, continue westerly on Highway 60 to the
intersection of Avenue M; proceed north on Avenue M to Patterson Drive; go east
on Patterson Drive to its intersection with Denham Avenue; thence south on
Denham to West 8th Street; follow to the east on West 8th Street to its
intersection with Avenue K; thence north on Avenue K to West 7th Street; follow
West 7th Street to the east to Avenue G; thence south on Avenue G to West 8th
Street; follow West 8th Street to the east to the intersection of ICG Railroad
tracks; thence north on the ICG Railroad Tracks to Bogue Lusa Creek, continue
west on Bogue Lusa Creek to its intersection with Adams Creek; follow Adams
Creek west to its intersection with Wildwood Drive; go north on Wildwood Drive
to its intersection with Ice Water Creek; thence west on Ice Water Creek to its
intersection with a north-south powerline; then north on powerline to its
intersection with State Highway 10; thence west on State Highway 10 to its
intersection with Salt Lick Road; follow Salt Lick Road northeast and
ultimately southerly to its intersection with Picnic Shed Road; thence continue
east of Picnic Shed Road to its intersection with Airport Road; then proceed
southeast on Airport Road to the Illinois Central Gulf Railroad; continue south
on the ICG railroad to its intersection of State Highway 10; continue east on
State Highway 10 to its intersection with North Columbia Road/State Highway 21,
continue north on North Columbia Road/State Highway 21 to its intersection with
Adams Creek, thence east on Adams Creek to its intersection with Pearl River,
then south on the Pearl River and the Louisiana/Mississippi State line (the
eastern boundary of Washington Parish) to the Bogue Lusa Creek and the POINT OF
BEGINNING. NOTE: Council District No. 3
encompasses precincts 4-1, 4-4, 4-5, 4-5B, 4-7, and 4-8 for a total of (6) six
precincts in their entirety.
Council District No. 4
The POINT OF
BEGINNING being the intersection of Adams Creek and the Pearl River, proceed
west on Adams Creek to La. Highway 21N, then south on Highway 21 N to its
intersection with LA Highway 10; thence west on LA Highway 10 to the ICG
Railroad track, then continue in a northerly direction along the railroad track
to Airport Road, then northwest on the Airport Road to Picnic Shed Road; thence
west on Picnic Shed Road to its intersection with Salt Lick Road (a
Weyerhaeuser road), then continue north and northwesterly to a southeasterly
direction on Salt Lick Road to its intersection with Highway 10; thence
northwesterly on State Highway 10 to Seven Mile Road, then proceed north on
Seven Mile Road to its intersection with Dollar Road; proceed east on Dollar
Road to Highway 436, continue west on Highway 436 to Military Road, then
northeast on Military to its intersection with Seal (Cemetery) Road, thence
continue in a southeasterly direction on Seal (Cemetery) Road to the corporate
limits of the Village of Varnado, proceed clockwise (northerly, easterly,
northerly and easterly) along the corporate limits of the Village of Varnado to
its intersection with Highway 21 North, thence north on Highway 21 North to its
intersection with the B. J. Carter Road,
proceed north along the B. J. Carter Road to
the southern Corporate Limits of the Village of Angie; then follow the southern
Corporate Limits of the Village of Angie west to it intersects with Military
Road (the western corporate limits of the Village of Angie); continue south on
Military Road to the Wilbur Dillon Road, follow the Wilbur Dillon Road west and
north to the Tom Woodard Road; thence north on the Tom Woodard Road to its
intersection with the Louisiana/Mississippi State Line (the northern boundary
of Washington Parish), thence east on the Louisiana/Mississippi state line to the
Pearl River, then south on the Pearl River to the intersection of Adams Creek
and the POINT OF BEGINNING.

District No. 4 encompasses precincts 4-1A, 5-1, 5-3, 7-1A and 7-3 for a total
of (5) five precincts in their entirety.
Council District No. 5
The POINT OF
BEGINNING being where the Tom Woodard Road intersects with the Mississippi
State Line (Northern boundary of Washington Parish, said intersection being the
northeast corner of Precinct 7-1), proceed south on the Tom Woodard Road to its
intersection of Wilbur Dillon Road, thence southeast and east on the Wilbur
Dillon Road to Military Road, thence continue north on the Military Road to its
intersection with the southern boundary of the Village of Angie corporate
limits, proceed east along the southern boundary of the corporate limits of the
Village of Angie to the B. J. Carter Road, thence south on the B. J. Carter Road to State Highway 21, then continue south on
Highway 21 to the Village of Varnado corporate limits, continue westerly
(counter-clockwise, west,south,west, south) around the corporate limits of the
Village of Varnado to Seal (Cemetery) Road, thence continue west on Seal
(Cemetery) Road to its intersection with Military Road, thence southwest on
Military Road to its intersection with LA State Highway 436; then proceed
southeasterly on Highway 436 to its intersection with Dollar Road, continue
west on Dollar Road to Seven Mile Road, then south on Seven Mile Road to its
intersection with State Highway 10; thence east on Highway 10 its intersection
with a north -south powerline; follow north-south powerline south to its
intersection with Ice Water Branch; follow Ice Water Branch to its intersection
with Wildwood Drive; thence south on Wildwood Drive to Adams Creek; follow
Adams Creek southeast to its intersection with Bogue Lusa Creek; follow Bogue
Lusa Creek easterly to its intersection with Illinois Gulf Central Railroad;
then south on the ICG railroad tracks to its intersection with West 8th Street,
then west on West 8th Street to its intersection with Avenue G; proceed north
on Avenue G to the intersection with West 7th Street; thence west on West 7th
Street to its intersection with Avenue K; follow Avenue K south to West 8th
Street; thence west on West 8th Street to its intersection with Denham Ave;
thence north on Denham Avenue to Patterson Drive, then west on Patterson Drive
to the intersection with Avenue M; follow south on Avenue M to its intersection
with State Highway 60; thence west on Hwy 60 to Highway 439; follow Hwy 439 to
its intersection with Bogue Lusa Creek; follow the meanderings of Bogue Lusa
Creek westerly to its intersection with Ben's Creek; thence north on Ben's
Creek to its intersection with an east-west powerline; go west on east-west
powerline to its intersection with State Highway 439; follow Highway 439
northwest to its intersection with Meazels Creek; then north on Meazels Creek

intersection with State Highway 10; then west on Highway 10 to its intersection
with Witchie Creek; follow Withcie Creek north to its intersection with an
unnamed Weyerhaeuser Road; thence west on unnamed Weyerhaeuser Road to its
intersection with Choctaw Road; proceed northeast on Choctaw Road to its
intersection with State Highway 436; thence west on Highway 436 to its
intersection with James Creel Road; go north on James Creel Road to its
intersection with T. C. Brumfield Road; then west on T. C. Brumfield Road to
Lawrence Creek; thence north on Lawrence Creek to Lawrence Creek Road; proceed
west on Lawrence Creek Road to its intersection with Woodrow Magee Road;
continue north on Woodrow Magee Road to its intersection with Highway 438;
proceed northeast on Highway 438 to its intersection with the Sam Thomas Road; the
north on the Sam Thomas Road to the Louisiana/Mississippi State line, then east
on the Louisiana/Mississippi state line (the north boundary of Washington
Parish) to its intersection with the Tom Woodard Road and the POINT OF

Bogue Chitto River, then proceed south along the Bogue Chitto Rivers to its
intersection with Highway 38, thence east along Highway 38 to its intersection
with LA Highway 25; thence south on Highway 25 to it intersection with the
Madison Bateman Road, continue east on the Madison Bateman Road to its
intersection with the ICG Railroad right-of-way, then south along the ICG
railroad right-of-way which is the western boundary of Precinct 3-3B to Mile
Branch; follow Mile Branch to its intersection with Fairgrounds Road; then
south on Fairgrounds Road to 10th Avenue; thence south on 10th Avenue to its
intersection with State Highway 10; go east on Highway 10 to its intersection
with Section Line Road/County Lind Road; north on Section Line Road/County Line
Road to its intersection with Highway 436; southwest on Highway 436 to Penton
Road; thence north on Penton Road to its intersection with Mile Branch; then
west on Mile Branch to its intersection with State Highway 430; follow State
Highway 430 northeast to the intersection of Pittman Road; follow east on

Council District No. 7
The POINT OF
BEGINNING being where the Louisiana/Mississippi state line (the northern
boundary of Washington Parish) intersects with the Bogue Chitto River; thence
proceed south along the Bogue Chitto River to its intersection with LA Highway
38; thence east along LA Highway 38 to its intersection with LA Highway 25;
then south on LA Highway 25 to its intersection with the Madison Bateman Road;
then east on Madison Bateman Road to the ICG Railroad right-of-way; thence
south on the railroad right of-way to the corporate limits of the Town of
Franklinton and Mile Branch, thence west along Mile Branch to its intersection
with the Bogue Chitto River; thence south along the Bogue Chitto River to its
intersection with the St. Tammany/Washington Parish line; proceed west on the
St. Tammany/Washington Parish line to its intersection with the
Washington/Tangipahoa Parish line (said line being the western boundary of
Washington Parish); continue along the western boundary of Washington Parish in
a northerly direction to the Louisiana/Mississippi state line (being the north
boundary of Washington Parish); thence east along the state line to its
intersection with the Bogue Chitto River and the POINT OF BEGINNING.
NOTE: Council
District No. 7 encompasses Precincts 1-1, 1-2, 2-1, 3-3A, and 9-1 for a total
of (5) five precincts in their entirety.
BE IT FURTHER ORDAINED, that this reapportionment plan shall be made effective at the end of the term of the incumbent officials.
The above and foregoing having been submitted to a vote, the vote thereupon
