AN ORDINANCE TO AUTHORIZE AND DIRECT THAT THE WASHINGTON

PRESIDENT SIGN AND EXECUTE ON BEHALF OF THE WASHINGTON PARISH COUNCIL GOVERNMENT ANY AND ALL CONTRACTS, PURCHASE AGREEMENTS, DECLARTIONS, APPLICATIONS, AMENDMENTS, AGREEMENTS AND ALL OTHER DOCUMENTS AND PAPERWORK NECESSARY FOR THE APPLICATION, ADMINISTRATION AND CLOSEOUT OF AN FY2012-2013 LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION STREET IMPROVEMENTS (BOGALUSA AREA – PIGOTT’S CROSSING) ON BEHALF OF THE PARISH AND ANY POLITICAL SUB-DIVISIONS THEREOF; AND FURTHER INDICATING THE INTENTION OF THE PARISH OF WASHINGTON, STATE OF LOUISIANA, TO ALLOCATE FUNDS FOR THE PROCUREMENT OF PROFESSIONAL SERVICES FOR THE 2012-2013 FY LCDBG STREET IMPROVEMENT PROJECT

 

            WHEREAS, the Washington Parish Council Government intends to apply to the State of Louisiana, Office of Community Development for Louisiana Community Development Block Grants for eligible activities; and

 

            THEREFORE BE IT ORDAINED  that the Washington Parish Government authorizes the application for a Louisiana Community Development Block Grant under the 2012-2013 program funding cycle for the exclusive benefit of the citizens of the Parish.

 

             BE IT FURTHER ORDAINED that the Washington Parish President be and he is hereby authorized and directed to sign and execute on behalf of the Washington Parish  Government any and all contracts, declarations, applications, amendments, land purchase agreements, all other multi party agreements and all other documents and paperwork necessary for the application, administration and closeout of the FY 2012-2013 Louisiana Community Development Block Grant Application for Street Improvements (Bogalusa Area- Pigott’s Crossing) on behalf of the Parish and any political sub-divisions thereof.

 

            BE IT FURTHER ORDAINED the Parish hereby agrees to pay for engineering services, for the services rendered in connection with the aforementioned grant application, in the event that the grant is funded, in accordance with the Parish’s contract for professional services with Professional Engineering Consultants Corporation for services rendered in connection with the aforementioned grant application.  These fees shall not exceed the maximum allowable fees for such services allowed under the Louisianan Community Development Block Grant Program for professional engineering services that would otherwise be paid directly by the Office of Community Development. 

Costs will be based on % of the estimated construction cost in accordance with the fee schedules for the LCDBG program.

 

            BE IT FUTHER ORDAINED that the Washington Parish Government agrees to pay for administration consulting services for grant administration services in accordance with the Parish’s contract with Professional Engineering Consultants Corporation for services rendered in connection with the aforementioned grant application, in the event that the grant is funded.  These fees shall not exceed the maximum allowable fees for such services allowed under the Louisiana Community Development Block Grant Program for professional administrative services that would otherwise be paid directly by the Office of Community Development.

 

            BE IT FUTHER ORDAINED that this ordinance shall take effect immediately upon the signature of the Washington Parish President.

 

            The above and foregoing ordinance having been duly submitted to the Washington Parish Council in writing; introduced at a public meeting of the Washington Parish Council; discussed at the said public hearing; after a motion and second was submitted to the official vote of the Washington Parish Council.

 

The above and foregoing having been submitted to a vote, the vote thereupon

resulted as follows:
