Permits
Building Before any electrical service can be obtained in Washington Parish, a resident must first obtain a “building” permit from our office. In order to obtain this permit, you must provide certain paperwork – Building permits are issued for construction of any type of building, whether it be a home, barn, shed, camp; for any manufactured home; telecommunication towers or for a well, camper, etc.

To obtain your permitBring into our NEW Building and Planning Department Office at 46061 Hwy 10 Suite A in Franklinton for any permit except communication towers the following:
1 ) Your Sanitation Letter from the Office of Public Health
2) A legal description of property the work is being done which will show Section, Township and Range ( a copy of your deed, a copy of tax notice or you can obtain from the Washington Parish Assessor’s Office a copy of your tax assessment). If you are placing a mobile home on property that is in someone else’s name, you still need a copy of that legal description
3) A. If constructing a home, the square footage of the living area is needed. A plan review must be conducted. Two sets of plans should be made available. B. If you are placing a manufactured home on property, documentation of whether the home is new or used is required. A bill of sale or copy of contract is sufficient. A copy will be made for our records.
4) If constructing a building to be used as a business – you must obtain Fire Marshall’s Approval before applying for a building permit for business. The forms are available in our office or by contacting the Fire Marshall’s Office at 800-256-5452 or www.dps.state.la.us/sfm.
5) When you apply for a building permit, a flood determination of the property is made based on the legal description provided by the applicant. This determination is made from the Flood Insurance Rate Map provided to our office by the National Flood Insurance Program. If your property is located in Zone A, an elevation certificate from a licensed engineer or surveyor, with documentation that the structure was elevated ot the proper height will be required. If the property is located in a Zone “AE”, in addition to the elevation certificate, a displacement letter is needed from a licensed engineer. These are to be made available before the building permit is issued.
6) It is the residents’ responsibility to know which company will provide electricity – Washington-St. Tammany Electric, Entergy and CLECO are providers in Washington Parish. Permits are faxed to Entergy and CLECO. The resident is responsible for providing copy to WST

Telecommunication Towers

Logging
Washington Parish Government Ordinance # 53 requires anyone performing logging operations in Washington Parish, Louisiana to obtain a permit.
A permit is issued for each tract to be logged. Information needed to issue a logging permit is: 1) Contractors name, address and telephone number 2) Land Owners name, address and telephone number 3) Legal Description of the property being logged 4) Approximate number of loads of Pine Sawtimber, Hardwood Sawtimber, Pine Pulpwood and Other (poles, piling, chip & saw, etc.) and where they are being shipped. 5) Starting Date 6) Route to be Used (will be approved by Parish Personnel)
Logging Permit Fees:
100 acres or less Resident of Washington Parish $25.00 / Non-resident $50.00 100 acres or more Resident of Washington Parish $50.00 /Non-resident $100.00
No logging operations are to begin until the logging permit is issued.
Each Logging truck and each site shall keep a copy of the permit
Permits expire after one year – if job is not completed, a new permit must be requested
Logger is responsible for clearing ditches, roads and shall also be responsible for any damage done to ditches or roads
Penalty for not obtaining a permit or for non-compliance with this ordinance is: 1st offense $100.00 2nd offense $500.00 3rd offense $1000.00
